In the past, sale of seal bombs was only to licensed commercial fishermen, through the DF&G.
Though like everything else, I'd suppose there is a black market where they might be had....
There was a dive trip to Sant Rosa many moons ago on Glen Miller's CORAL SEA, when a seal bomb, maybe two, were dropped right next to his aft cabin stateroom some 15 minutes after he had retired below with his latest squeeze. The concussion against that big 'ol steel hull created results that, to say the least, were spectacular.
