If you look carefully, most of the traps immediately adjacent to the L.A. breakwater are crab traps. An easy mistake to make since both types of fishermen use the same type floats. Those that mark lobster traps carry a license number preceeded by the letter "L". Sometimes this is hard to see. But most of those buoys off the breakwall are fishing for crabs.
Though I'd bet that if a bug got lost and managed to wander into a crab trap it wouldn't be thrown back...
