Only been diving since 1990. Spent a lot of weekends at Redondo Beach. The last time they did this it added about 2 feet of muck to the bottom structure. It efficiently suffocated all bottom dwellers at Veterens Park. In places the sand is still enmeshed with the sblack and brown ooze of the harbour. My beloved olive shells are barely making a comeback and the sand dollar beds are a mere fraction of what they were. Once again the city has decided to make a portion of the ocean a wasteland for another 7 years.

Now if this was done 100% above the water there would be a huge outcry, bury 90% of it out of the sight of joe average citizen - barely a sqwak. Too bad the won't do soil remediation before they dump it!
