I think that's low.

Masks run $60-100, snorkels around $35, booties $60-120, fins $75-195. So you're looking $230-450 perhaps as a more realistic figure.

As for the instructor fees, for a single person a lot of instructors are charging more in the $750-1000 range, and that frequently does NOT include pool charges (if any), boat fees, or books. It should include instruction, pool gear rental, perhaps ocean gear rental, certification card.
