They will decimate California's waters and move on - plus they are no help to California's economy. Local fishermen know they have to protect the waters and the catch or they'll be out of business next year.
Also, tougher fines and jail sentences for poachers while we're on the subject. Include heavy penalties on those who buy from poachers - maybe a loss of their shops!
