I do not know of any dive stores in California that are actually trying to pawn off cave gear on non-cave rec divers.
There are however still a lot of Gooies running around ad lib trying to do so here.
The GUE gear (Halcyon etc) works best for Florida cave stuff. Since we do not have caves in California, and since virtually all of our shipwreck dives are external surveys, the GUE gear is an anomaly in California waters.
You can make your own backplate and wing out of virtually any wing together with a long enough single piece of webbing and a belt buckle. But there is no sense at all using it for anything but twin tanks, and even then, for big twin tanks.
