The way I understand it. If you are far out to sea you are safe and I doubt if you feel the effect. Boats at sea are completely safe. It is only when the wave breaks that death and destruction results.

If you are making a shallow dive near shore. You most likely will be sucked out at first. Then your body will be washed ashore as the wave breaks. If I was at a ocean beach and saw the ocean elevation drop a great deal. I would run like hell. If you are ashore or in very shallow water. You are screwed like everyone else. Who didn't head for high ground.
