The shell was a Norris Top Snail. These snails live on the kelp plants. They usually travel toward the tops of the kelp plants in the daytims and crawl back to the bottom of the plants at night. Sometimes hermit crabs inhabit these shells after the snails die.

This is a view of the other side of the shell with the snail in it.
