One thing I've learned from diving is that people vary enormously in their sensitivity to cold. Also, one person will have a completely different reaction from one day to the next diving in the same temperature of water.
People do after all swim at the beach in Southern California in summer without wetsuits. I'm comfortable snorkeling in summer in a light 3/2mm wetsuit. If you go in without one, it might limit how long you want to stay in the water. But there's no hard and fast cutoff on when a wetsuit is needed or isn't.
