In a discussion with one of the local Coast Guard, The officer claimed that they had the capability to "Inspect" any boat at any time. With this in mind, they could not search a personal space or container that did not have anything to do with vessel safety.
However If the officer saw a brick of pot in the bilge, they are obligated to to enforce the law. I asked him if he could search personal effects for implements of terror. He said that not all of the issues on this kind of detail have been worked out, but probably yes.
