As a relatively newbie - only 200 dives I usually don't have much to contribute- But, I took the ADP class where they had a lawyer a DFG person and other people like that come to talk to us. Anyway, The law is that they can search if they have reasonable cause and the courts have upheld that if you have a fishing pole or dive gear visable even just in your car or on on your person - they have a right to stop and search and question you. The idea being that the fishing pole or dive gear gives them a reasonable belief that you have been using the resources i.e. water and you could have fish or anything else on you. Also if they search your car and don't find fish but find something else then you are still in a lot of trouble.
