If a boat owner/manager searches your posessions, then he is trespassing. Trespassing is a crime. If he obtains information aka "evidence" in the course of comitting that crime, and turns it over to the police, DFG, etc, then since the evidence was obtained illegally, anyone who slept through law school or administration fo justice classes in a police academy would tell you that it is inadmissable under the fruit of the poison tree doctrine and would be quashed under a standard motion to suppress.
