I've never had a problem with crime there. I believe it is $7 for launch fees, but I could be wrong. My buddies have their boats in marina slips. Take the Harbor Freeway (110) south to Harbor Blvd, the south to 22nd Street. Turn right on 22nd Street, then left at the next light (Via Cabrillo Marina Way). Follow this road to the end, making sure to turn right after you reach the marina.
