What is the black stuff in all the coves in California? (pic)

Hey - in all the phoots of the coves in california (mainly south of San francisco) have black stuff in all the coves. Are they rocks or seaweed? do tey ever have fish in it? The pic is of China cove - but also in La Jolla cove they have it and almost all the ones I saw.
