These assertions by Dan Carlock seem like pure BS to me.
"He developed skin cancer as a result of extended exposure to the sun that day" -- skin cancer does not come from one exposure on a foggy day.
"He thought about it a lot and realized he could not live with himself if two or three years from now somebody floats up dead from the same situation, and he did nothing about it" -- He thought about it and realized he needed to sue before April 25 if he was going to cash in.
