You are back to the exact same problem, all that was accomplished was another level of bureaucracy. Gee...I dive to get away from that kind of stuff.

Divers becoming aware that they are responsible for themselves is where the biggest improvement to the sport could occur. People realizing that taking a safety sausage and at least a whistle would be a much more productive safety measure.
