Oh. Obviously I missed the part about the 10-20 minutes. OK, that wasn't so good, but then again his buddies abandoned him, he didn't abandon his buddies as some here have suggested.
He shouldn't have left the confines of the rig, but if he was blown off by the reportedly strong current, does PADI really require him to swim toward the boat if the current is stronger than he could swim against?
