I was told once, by an attorney, that you must sue for tort relief in the jurisdiction of the respondent. That is all that I have heard.
Someone had run into my sportscar in a parking lot, then fled to Southern California. It would have cost me more to go down there and sue them than fix it myself. They were uninsured.
