I think that you hit the nail on the head. Amoung "qualified" people there are always different levels of competence and experience.
I've seen new divers do great there and some old ones do some stupid things. So maybe the ability to multitask use good judgement is the key.
As for diving in Fiji, I've been there and done that. Some of the sites had good visibility and some where visibility was 20 feet or less. Just about everywhere had current or tidal flow. In fact at the time I remember thinking "man, I can do this kind of diving at home". Fiji is California diving, just the water is a little warmer.
