I was diving there last year and ran across a couple of guys walking around with construction plans. I approached them and they told me they were the developers. I asked about access, post construction. They were VERY supportive of continued support of access for divers, showers, a coffee shop, etc. He claimed we (the divers) are part of the "California experience" he is trying to create. Hopefully it wasn't just lip service.
