How about D/Ms who cannot count to 20? Maybe they should wear wrist bracelets? One for each of the divers in the water, even.
Then when the divers return to the boat, the D/M gives them each a bracelet for the boat. And if the D/M ends up with an extra bracelet or two, by turning these extras in to the Captain, then the Captain would know there are still divers in the water?
No system however is foolproof because fools are so ingenious.
