the smaller the piece, the more surface area per volume. those bags leach traces of lead everywhere they go when they are wet.
when i first discovered that you needed some weight when swimming in a wet suit, i looked for a SST substitute for lead shot but couldn't find any. I settled on those hard weights that are encapsulated in plastic.
Maybe you could find a SST substitute that would not be as potentially hazardous.
