Rule of Thirds is not appropriate for open water
diving. It's for overhead environments.
1000 PSI would be very marginal to get two divers
up from 100' with good stops. It takes me 500 PSI
(in a 100 cu. ft. tank) to do that. Two divers, add
task loading, no way.
