If you cannot get nitrox, then you cannot get nitrox. That is still the ages old argument in favor of air diving and deep air diving.
With air as a breathing mix, I would simply recommend keeping your depth shallower than 65 ft. Then, with one-hour surface intervals, and 80 cu ft single tanks each, you can dive as much as you want. See below.
