Nitrox does reduce N2 load. It may or may not increase safety of the dive(if you think that's the only factor - also could have risked an oxtox hit but people don't seem to like to dicsuss that aspect of it).

In this particular case, nitrox may not have made a difference since the diver was not only in deco (and unaware of it due to not paying attention to the computer) but then also did a rapid ascent AND blew through the deco stop.

Might want to have ALL the facts next time before you opine a solution. Just a thought.
