Tim,
Looking at some of the after action reports on the Pearl Harbor attack, there are dozens of instances where ammo was unavailable - locked in magazines, "ready ammo" boxes or armories, yet the crews manned their weapons trained them on the attacking aircraft and cursed that hey could not fight back.
