I assume there was line on the reel attached to the pole and a hook on the line and maybe even some bait on the hook. There's also fishing line on the Yukon to watch out for. My guess is it's legal, but people just don't go there much becuase of all the dive boat traffic. John M would know the correct answer I'm sure... Ask him on dive bums...
