has the municipal code text added by 18741. It doesn't say
anything about a no-take zone.

And the City of SD may not have jurisdiction. The City of Monterey
tried to establish a partial no-take zone out to 60', was taken to
court on it, and lost. It's DFG's turf. And Monterey has more
claim to jurisdiction than most because the original Spanish
charter included the water out as far as a cannon could shoot.
