This is one area where the Coast Guard could really make some improvements to increase safety and they don't seem to care. A dive flag is like a target instead of a warning. If they want to improve something why doen't they take a serious look at this issue. Divers have a huge list of near misses and unfortunately some hits to doccument a need.
