Ask yourself this:

  • Why can anyone operate a boat or watercraft without any training or passing some sort of test? This is not true of any other form of transportation we have.
  • Which industry is larger; boating & watercraft, or SCUBA?
In our money driven political system it is the group with the biggest purse that usually prevails.
I don't believe anything will change until someone famous gets killed or critically injured in a high profile SCUBA-boating accident. The boating/watercraft industry does not want any impediment to any yahoo being able to buy and operate a boat.
