I'm the same. I try for the anchor line but usually miss it but come fairly close to the boat(except during bug season). I also have a direction finding sounder that lets you hang a transmitter on the boat and use a receiver to point you toward the boat. I don't even use that too often because I think it is a pain and detracts from the diving. All I'm saying, the diver must take responsibility for himself and take what ever precautions he or she feels neccessary. This would be true even if we had a strong flag law. I try to dive at times and places with minimal boat traffic, try to dive between the boat with the flag and shore, try to navigate back to the boat underwater, listen before surfacing, etc. Don't expect the government to protect you.
