I have been seeing many of these around Catalina Island. I was briefly snagged in this ones coiling rope so I brought it back to the boat. My first question was - "is this legal"?

What kind of fishing are these used for? Are they legal at all Catalina sites? Do only commercial fishermen use these?

Be cautious when you see them. The rope was strung in the kelp when I was entangled.
