Hoop net.

The lack of marine growth on the rope and the very new look to the rope argues against it having been there since March 16 or before. Also as has been pointed out hoop netting is an active sport done by a person sitting there actively manning the net. So there is no need for the float (also new looking). Sounds like a poacher to me hunting illegally and out of season to boot. I would wager there are more nets in the area. I would call DFG and let them know what and where of this find.
