As long as there is demand, there will be people out there who are more than happy to be the supply chain. This is no different from the drug trade. There are huge penalties for running drugs and we see how much good that has done. Why would it be any different for fish parts, rhino horns, or any other weird thing that many think make them horny.

I'm convinced that the first person to make an effective horny drug for will quickly become richer than Bill Gates.
