They are legal during lobster season and pose no threat if lost or abandoned. No need to get pissed. Removing it was a good idea. Hooping is getting more popular so be prepared to find more, especially during lobster season. Usually they are used in open sandy areas next to structure at night and don't get lost. This one was apparently set in the kelp and was lost due to entanglement.
