Based on the experience with my kids, I've found that PV is probably the best area because it has the most rocky reefs close to shore. Unfortunately, the surface vis has to be reasonable -- not something we've seen in quite a while.

Malaga and Marineland are probably the easiest access but Point Vicente is also feasible if you don't mind the hike. Shaws Cove and a few other Laguna sites can also be good if the vis is decent.

I have about four or five kids wetsuits in different sizes -- my kids grow too damn fast! If you PM me with the size you need, you'd be welcome to borrow the one that's closest.
