I started my daughters snorkeling about that age. To bad there is no clean fresh water near LA. Quiet freshwater is so much easier for the beginner than the magnitude of the ocean.

I started them on clear mountain lakes/stream. I then took them to Lovers Cove, Catalina. Since you ruled out Catalina. I would suggest Refugio Beach near Santa Barbara.
