Lover's Cove Catalina question

I was planning on taking the guppies for their first dive at Lover's Cove Catalina and I just thought I'd ask if anyone knew if there was any changes to the law.
It used to be that you could free dive in the cove. Is it still that way?
I was going to have us all enter at that ramp just south of the Ferry Wharf.
Any 'heads ups' would be appreciated.
