I wouldn't worry about it too much away from the coast. I doubt many LEOs would pay any more attention to abalone than most boaters pay attention to dive flags.
Related question. In terms of gifting abalone, is there any reason I can't gift 3 to my kids? .... We got the place at Sea Ranch that weekend.
