As we discovered, it was simulated plastic explosive used in a training exercise and 'misplaced' after it concluded. Why they didn't mark it as such is questionable. Guess the wanted the realism.

Sinse we didn't know if it was real or fake when we first found it, we left it in the water as a safety precaution. The air temp was around 104 and very dry...good condition for a static discharge and we didn't feel like ending our day that early!
