Kodak's website suggests the following possibilities:

Dirt from final rinse
Water spotting. Final rinse too dilute
Dirt from dryer
Fixer sulfurized
Dryer temperature too high

DIY E6 is doable, but it's work, and not much cheaper per roll
(and you have to buy the Jobo). I own a Jobo that I used to use
for prints, and I've never run E6 in it. Does that tell you
something?

Find a Kodak ProLab or the Fuji equivalent.
