I wouldn't dive near a fishing party boat, or any fishing boat for that matter. But to answer your specific question.... yes, I would think it would be hazzardous to dive near the chumming. Mostly because weighted fish hooks, lures and jigs are soon to follow that chum. Deckhands on boats toss the chum in hopes a fish 'Boils' on that chum, if a fish does indeed boil on the chum, the deckhand will sing out and the fishermen (and Women) will toss to that spot. If you should be unlucky enough to have a hook lodged into you, well, you don't want that. You'd have to cut the line cause, I'd bet the fisherman would be cranking for all he's worth trying to pull in the jack pot!
