canon A70, its on Ebay now (used) for $109 (buy it now price).(I've had to buy a couple from ebay already due to flooding! I know, I have to get flood insurance).

i think the new models, canon a75 or canon a85, are $199 new.

housing will be $150-$199.

its really a great camera, you have complete manual control over everything. Its 3 megapixel.
