It is legal to fish there.
However someone who is intentionally fishing for Black Sea Bass will be using 50-80 lb. test gear, typically what is used for trolling. Typically such gear will have roller guides and large reels with connections for a fighting belt. There is nothing in that area besides Black Sea Bass that require gear that heavy.
If you see someone fishing with such gear at Italian Gardens take pictures if possible.
