It seems to me that there are lots of places for dive boats to take people who are spearfishing other than Italian Gardens. If the boats want the Giant Sea Bass to stay at Italian Gardens, they should not allow anyone to take the food that is present there away from them. The fishing boats should stay the heck away too. I hope that Manny is not encouraging spear fishing at Italian Gardens.
