Captain, you and the other boat owners should set a good example and show how much you really care, by not allowing spear fishing or any fishing on your boats.
Many of the shops have stopped selling spearfish equipment. They have put there money where there mouth is. What about you?

PS there should be no fishing at all on front side of Catalina.
