Up here on the North Coast spearfishing is quite common and we generally don't have to worry about people accosting us for taking fish. I shoot about 6 to 12 lings a year and about 10 or so reds and a few blues mixes in with those.
There are few divers up here compared to Socal so I think you people down there have a much more disasterous reaction to spearfishermen (people, sorry) than we do.

I think that if someone really wants a good spearfishing adventure they should venture to the North Coast.
Might I add, big abs too.
