America and especially California is a mixing pot for numerous cultures from other lands. Many other countries do not share America's interest in protecting wildlife or the enviroment. I have friends and family that come from countries. Where fishing regulations or licenses are just unheard of. They just can't understand. Why I will not take them fishing unless they have a license and follow fishing regulations. Many cultures kill and eat. Just about everything that walks, flies, crawls, slithers, swims or doesn't move at all.

As much as I hate big government and any kind of government regulations. Perhaps it is time to educate and require some proof. Of knowledge of fishing regulations or at least a test to recognise protected wildlife species. Before we issue a fishing license for a ridiculous high price.
