Take the slime in San Diego for example. He is a convicted felon with past fish and game violations, yet he got off with a $1100 fine. With such lax enforcement for such an obviously heinous violation it's no wonder that the laws for intentionally catching and shooting Giant Black Sea Bass are ignored.
