I used to live in Santa Rosa in the late 1990's and we used to go to Van Damme park (Mendocino area) is an excellent place for abalone. They have close parking, freshwater showers and a very well protected cove.
I can not recall a day that the Fish And Game did not check me. We all knew the drill and were ready with the proper stuff to show them gear and paperwork.
BTW - I suspect that many restaurants are now getting their ABs from the "US Abalone" company which has farms in the water further up. I suspect and hope that the 3 inch ABs for sale in live tanks in the Bay area markets are these also.
Then again I've heard US Abalone farms have the same side effects as other fish farming - concentrating diseases and possibly importation on non-native larvae.
